A board of directors manages the direction and monitors the performance of SA Water, meeting at least 10 times per year.

Board Directors

Allan Holmes
Chair SA Water Board of Directors
Appointed: July 2022

Allan is a career public servant, an experienced company director and chair, and a former Chief Executive in the South Australian government. He led the state Department of Water and Environment for more than 15 years and has continued to work for state and commonwealth agencies in numerous roles. His contribution to public service was recognised by his appointment as a fellow of the Australian Institute of Public Administration.

Allan has a wealth of experience in a range of environmental and scientific disciplines, including biochemistry, agriculture, forestry, land and water management, conservation and environmental protection. He has been a thoughtful and generous contributor to public discourse on natural resource matters.He recently completed his five year term as a member of the SA State Planning Commission and as chair of the Murray Darling Basin Authority’s Independent Assurance Committee. He has been chair of the Coast Protection Board, Zero Waste SA (now Green Industries), SA EPA, and NaturePlay SA.

He has also been a member of numerous government and philanthropic boards and currently chairs the conservation research organisation, Arid Recovery. His knowledge of governance is comprehensive, rooted in a deep understanding of general management and government practice.

Monish Bhindi

Monish Bhindi-SA-Water-Board

Monish’s experience in urban development, road design, and residential and commercial subdivisions stretches back to 1989.

As Director and founder of GREENHILL and GD Studia, he has provided engineering services and advice related to roads, stormwater management, greenfield and brownfield developments, commercial and industrial facilities, as well as major infrastructure projects.

Monish’s extensive experience has also equipped him to develop and lead successful teams and consistently deliver on client, business and operational strategies. He works closely with clients and stakeholders across a diverse range of sectors and offers a great understanding of design and construction challenges, regardless of project size.

Having worked closely with industry bodies such as the Urban Development Institute of Australia (UDIA), local government and state government agencies, he has also provided advice and guidance on broader public policy and infrastructure delivery. Monish has also held positions such as President of the UDIA.

Tricia Blight
Non-Executive Director

Tricia Blight SA Water Board

Tricia is the Chief Operating Officer of the Department for Housing and Urban Development, and has extensive experience in government financial management, administration and public policy.  She was previously the Executive Director, Budget and Performance Branch in the Department of Treasury and Finance. In this role, she was responsible for delivering the State Budget and providing high-level fiscal and policy advice to Government and agencies.

Tricia’s experience in the South Australian public sector includes senior executive roles in Treasury and Finance and a former board member with the Motor Accident Commission. She has also served on Commonwealth and State Government reform groups and governance committees for major infrastructure projects, procurement, public safety and emergency services. Tricia has a Bachelor of Commerce (Corporate Finance) and Master of Commerce (Accounting) from the University of Adelaide and is a qualified CPA.

Celine McInerney

Celine McInerney SA Water Board

Celine is a seasoned and highly regarded governance specialist, experienced in legal, risk, and compliance disciplines in governance and management roles. She has served on a range of public and private sector and not for profit boards in health, aged care, reproductive medicine, technology and communications, education, agriculture, wine and tourism, and the performing arts.

She is a former State Finalist in the Telstra's Business Women's Awards; a recipient of the Women of Distinction Award for the Asia Pacific Business Council for Women, for her contribution to Law and the Performing Arts; and was a judge for the Telstra Business Awards for 2021-22. In 2022, Celine was recognised as an Emerita Fellow of the University of Adelaide following her distinguished and sustained service to the University of Adelaide.

Denise Picton

Denise Picton SA Water Board

Denise has provided management consulting and leadership development services to government and the private sector for over forty years. She has assisted many organisations with strategic planning and problem solving.

Denise has a particular interest in the development of organisation culture and leadership effectiveness.

Kenneth Williams
Non-Executive Director

Kenneth Williams SA Water Board

Appointed as a Director on 3 August 2023, Ken has over 30 years’ experience in corporate finance and has held senior executive, director, and Chair positions with leading ASX listed companies.

His extensive experience in corporate finance includes diverse experience in mergers, acquisitions, divestments and corporate reconstructions. He was the Independent Chairman of Statewide Superannuation Trust (Statewide Super), a South Australian based industry super fund with over $12 billion in funds under management and was a member of Statewide Super’s Investment Committee, and Remuneration & Nomination Committee. In April 2022 Statewide Super merged with Hostplus.

Ken is Independent Chair of ASX listed Barton Gold Holdings Limited and an Independent Director of ASX listed Archer Materials Limited and is Chair of Nova Systems. He was appointed as a Director of the Lifetime Support Authority of South Australia in October 2013 and his term will conclude in October 2023.

He has served on the Council of the University of Adelaide since October 2020 and was appointed as Deputy Chancellor in August 2022.

Prior roles include Chair of AWE Limited, Chair of Havilah Resources Limited, Wilderness School, St Andrews Hospital and Senior Finance Executive roles with Newmont Corporation, Normandy Mining, and Qantas.

David Ryan
Director and Chief Executive of SA Water
Appointed: November 2019

David Ryan SA Water Board

David joined SA Water in late 2019 as our Chief Executive, leading one of Australia’s largest integrated water utilities, serving more than 1.7 million customers across urban, regional and remote areas.

David is a dynamic water industry leader, known for shaping contemporary organisational culture to deliver water services oriented around the continual improvement of customer experience.

By championing key values fostered through his background in regional Australia, such as sustainability, diversity and customer-centricity, David works to ensure water services help build and enhance communities and enable economic development.

Prior to joining SA Water, David was Managing Director of Melbourne’s City West Water, and held executive roles at bulk water company Melbourne Water in operations and capital delivery, waterway management and customer solutions.
